Sovereign AI clouds in Europe bid against U.S. hyperscalers for the same racks

PARIS — Europe's sovereign-cloud projects have moved from white papers to competing bid packages. The problem is that they are bidding for the same physical racks as Amazon, Microsoft, and Google.

Contractors said generator sets, liquid-cooling skids, and installation crews are being reserved by whoever signs first. A ministry that waits for a perfect tender document may win the politics and lose the hardware.

That is an awkward collision of industrial policy and a global shortage. It will produce some local clusters. It will also produce some very expensive waiting rooms.
